Mr. Turner’s sophisticated tax & business expertise has developed over a multi-faceted 25+ year career with extensive U.S. and international planning, transactional, documentation & compliance, financial/accounting (ASC 740/FAS 109/Fin 48), and audit/controversy experience.  His professional experience includes senior in-house positions with several global Fortune companies (General Motors & Glaxo), a big 4 accounting firm (Coopers & Lybrand) serving as a Director of International Tax & Transfer Pricing, the IRS National Office (Chief Counsel – International), a major global law firm (Miller, Canfield, Paddock & Stone), and a prestigious clerkship at the U.S. Tax Court in Washington, D.C.

Mr. Turner’s academic credentials include a B.A. (Economics and Political Science) from the University of Wisconsin – Madison with both the Highest Honors program degree and the highest Academic University Award (Iron Shield Society), plus a Trewortha Scholarship; a J.D. from Emory University, graduating in the top 25% of his class while working for the US Treasury’s National Bank Regulatory Office of the Comptroller of the Currency; and a LL.M. (Taxation) from Southern Methodist University where he graduated 1st in his class.

Professional   Associations

  • Senior International Tax Counsel to General Motors Corporation overseeing the global transfer pricing affairs, international tax planning and international tax audits for almost a decade;
  • Director of International Tax & Transfer Pricing for Coopers & Lybrand’s Chicago center of excellence office for the central United States;
  • Senior Tax Counsel to Glaxo, Inc. (now GlaxoSmithKline), as the 1st in-house tax counsel Glaxo had anywhere in the world;
  • Senior Tax Counsel & Director of Tax Planning for NCR (and later Teradata) including the 2007 tax-free spin-off of Teradata (TDC: NYSE), an Ohio-based enterprise data warehouser with operations in 50+ countries and $2 billion in annual revenues and implementing a sophisticated and complex global tax structure which resulted in a significantly lower global effective tax rate and successfully defended it for FAS 109/Fin 48 purposes; and
  • Senior Counsel in the international and Federal tax practice of Miller, Canfield, Paddock and Stone, a Detroit based 500+ attorney global law firm.

Government   Experience

  • Senior Attorney at the IRS National Office (Chief   Counsel – International) in Washington, D.C., as the IRS’s expert for 7+ years on a wide variety international tax and income tax treaty matters and first lead attorney to its Advance Pricing Agreement (APA) transfer pricing rulings program.  Extensive transfer pricing experience, chaired a competent authority task force and authored Rev. Proc. 91-23, governing competent authority proceedings; and
  • Senior Attorney-Advsior to Judge William Goffe of the U.S. Tax Court in Washington, D.C., as part of a two-year federal clerkship.
